The 11 major Institutes of Higher Learning (IHLs) in Singapore have signed Memorandum of Understanding agreements to create the IHL-CIO Forum with the objective of collaborating more closely on their IT initiatives and developments.

The IHL-CIO Forum comprises the Universities - National University of Singapore (NUS), Singapore Management University (SMU), Singapore University of Technology and Design (SUTD), Singapore Institute of Technology (SIT); Polytechnics - Singapore Polytechnic (SP), Ngee Ann Polytechnic (NP), Temasek Polytechnic (TP), Nanyang Polytechnic (NYP), Republic Polytechnic (RP) and the Institutes - National Institute of Education (NIE) and Institute of Technical Education (ITE).
